CEMİL TUGAY’S SWITCH TO THE AKP AND THE SPOUSAL FACTOR

Izmir Metropolitan Mayor Cemil Tugay’s decision to join the AKP caused a major stir, bitter disappointment, and protests. After all, Izmir has long been regarded as a stronghold of left-wing politics. In fact, the city can be analyzed as “a city with center-right leanings that consistently votes for left-wing social democrats because of its opposition to the AKP.”

AT A DEMOCRATIC THRESHOLD, MIXED JUDICIAL SIGNALS

In peril since the breakdown of the first Kurdish peace process in 2015, Turkish democracy is at a new threshold. On the one hand, the Parliament is expected to take up legislative measures to address the Kurdish problem and, on the other hand, the appointment of Akın Gürlek as the minister of justice suggests judicial suppression and anti-democratic measures are here to stay.

NEPOTISM, OR HOW TO DISMANTLE A FOREIGN MINISTRY

Each time political appointments in diplomacy are criticised in Turkey, the same defence appears with the reliability of a reflex: “Other countries do it too”. Perhaps they do. But mediocrity does not become wisdom once imported.

CHP MOVES TO A NEW PHASE: POSITIVE PROPAGANDA

The main opposition, the CHP, has had a tough year of operations targeting its municipalities and lawsuits against its party congress. According to party officials, the appointment of Akın Gürlek — who oversaw the municipal investigations — as justice minister signals that the road to elections may become even more challenging.

SEEN BY TURKISH OPPOSITION AS SYMBOL OF INJUSTICE NAMED JUSTICE MINISTER

President Recep Tayyip Erdoğan reshuffled his Cabinet, appointing Istanbul Chief Public Prosecutor Akın Gürlek as justice minister, replacing Yılmaz Tunç. Gürlek has long been a target of the main opposition, dating back to his tenure as head of Istanbul’s 14th Heavy Penal Court, and more recently since his appointment as chief public prosecutor in October 2024, amid a series of high-profile court cases. Interior Minister Ali Yerlikaya was also replaced, with Erzurum Governor Mustafa Çiftçi named to the post. Gürlek’s appointment is widely viewed as a promotion

SENIORITY CRISIS IN THE MILITARY

Resignations have begun in the Turkish Armed Forces after promotion decisions by the Supreme Military Council and presidential appointments signed by President Recep Tayyip Erdoğan broke with the long-standing principle of seniority.

KAYYUM
Word of the Week Nov 8, 2024

KAYYUM

Kayyum or Kayyım (trustee, noun) often crops up on the Turkish agenda like an unwelcome ex-chief at a political celebration. The English-language media has translated it as trustee, as in “Turkey sacked three mayors in the Kurdish-majority southeast on alleged 'terrorism' charges and replaced them with trustees.” But as with most things, context is key. The word is actually an exalted name in Islamic theology, describing an attribute of God: the eternal, self-sustaining one, who maintains all existence. The term implies omniscience and omnipotence—qualities far removed from the bureaucratic function of trustee appointments. In more everyday language, it’s also a term for a mosque custodian. But lately, Turkey’s government has repurposed the term, applying it to officials appointed to oversee (or seize) the operations of private companies, foundations, and -mostly- municipalities suspected of wrongdoing. It should not be confused with a guardian (vasi), whose role implies that the person they care for is legally incapable of managing their own affairs. Tanıl Bora, master of Turkish political terms, explains: “A guardian is appointed to a person, a kayyum to property.”

THREE FOREIGN POLICY POLES AT THE CHP

Turkey is hit by fallout from inflation-fighting monetary policy. From textiles to automobiles, there are thousands of layoffs in several sectors. The high cost of living is a major source of complaint while the health sector is in crisis too as even patients in need of urgent operations can only get an appointment in six months from state hospitals. Even hard-core AKP voters complain about the quality of education.
