467 VOTES: A DRESS REHEARSAL FOR A NEW CONSTITUTION?

Debate is underway over how the political balance will shift after the “Framework Law,” which establishes the legal basis for the PKK’s disarmament process, passed the 600-seat parliament with a record 467 votes. The overwhelming support for the law is expected to whet the government’s long-standing appetite for a “new constitution.” But is that possible before the general election, now 20 months away if held on schedule?

GLOBAL INDEX PROVIDERS PUT TURKISH MARKET ON NOTICE, STOKING DOWNGRADE FEARS

Foreign investors' confidence in Turkish equities is under mounting pressure as two of the world's leading index providers signaled Istanbul's stock market could face a downgrade. Morgan Stanley Capital International (MSCI) issued another warning regarding investment accessibility and shareholder transparency, announcing it may re-evaluate free-float structures on a company-by-company basis and reclassify certain shareholders as 'non-free float' to address distorted calculations driven by coordinated fund actions.

AT A DEMOCRATIC THRESHOLD, MIXED JUDICIAL SIGNALS

In peril since the breakdown of the first Kurdish peace process in 2015, Turkish democracy is at a new threshold. On the one hand, the Parliament is expected to take up legislative measures to address the Kurdish problem and, on the other hand, the appointment of Akın Gürlek as the minister of justice suggests judicial suppression and anti-democratic measures are here to stay.

HOPES INCREASE IN PEACE PROCESS AS IT MOVES FROM RHETORIC TO LEGAL GROUND

Following the consensus between Syria’s interim government and the Syrian Democratic Forces (SDF), momentum has returned to Turkey’s long-running efforts to end the decades-long armed conflict and address the Kurdish question through political and legal channels. This renewed dynamic has also pushed the “right to hope” for PKK leader Abdullah Öcalan back to the center of the political agenda.

ERDOĞAN SIGNALS NEW PHASE IN KURDISH ISSUE AS CHP SKIPS PARLIAMENT OPENING

The new legislative year of the Turkish Parliament opened without the CHP, which boycotted the session in protest at President Recep Tayyip Erdoğan and the ongoing crackdown—starting debate over parliamentary legitimacy. Erdoğan swiftly countered the criticism, declaring that “legitimacy comes from the people.” He followed his remarks with a symbolic gesture: shaking hands with all parliamentary group leaders, including first-time photo-ops after many years with the heads of AKP offshoots DEVA and the Gelecek Party. Notably, Erdoğan coolly used his address to tell the pro-Kurdish DEM Party that the next phase on the Kurdish issue will be implementation. Praising the work of the National Solidarity, Brotherhood and Democracy Commission for holding 12 meetings so far with broad participation from political parties, Erdoğan said, “Once the commission completes its work, we will undoubtedly have very important findings in hand. The next phase will be the implementation of the proposals raised within the commission, as a result of consultation and consensus.”

CHP FACES INTENSIFYING CRACKDOWN DESPITE LEGAL REPRIEVE

The CHP has received a brief reprieve from ongoing legal turmoil as a lawsuit seeking to annul its 38th Ordinary Congress—held on November 4–5, 2023—was postponed to Oct. 24. The delay offers the party a short breathing space. Now it is preparing for a new extraordinary congress on Sept. 21 that might address some of the legal challenges it faces. But the crackdown against CHP municipalities is pressing on. In the latest development, Bayrampaşa Mayor Hasan Mutlu became the 12th CHP mayor arrested in Istanbul—and the 18th nationwide—since the crackdown began in October 2024.

TEKİN

TEKİN

In Old Turkic, tegin was the stuff of inscriptions and dynasties, carved into the 8th-century Orkhon Inscriptions beside names like Kül Tegin. It meant prince, heir, royal son. However, Mahmud al-Kaşgarî, the first lexicographer of the Turkish language, reminds us that these gilded offspring referred to themselves as “kul,” or servant, when addressing their father in a ritual display of humility, claiming that “tekin” meant “humble servant.”

ANKARA WANTS NATO TO LOOK SOUTH AS MUCH AS NORTH

Turkey wants NATO to address threats from all directions — including from Middle Eastern countries — during the Ankara Summit on July 7-8. 'We are reminded that what happens in the south does not stay in the south,' said Ambassador Mehmet Burçin Gönenli, director general for International Security Affairs at the Foreign Ministry, speaking at the 18th Istanbul Security Conference organized by Başkent University and the Konrad-Adenauer-Stiftung.
