TURKISH, GREEK INTELLIGENCE CHIEFS MEET WITH CONFLICTING AGENDAS

Turkey's National Intelligence Organization (MİT) chief İbrahim Kalın made a visit to Athens on Aug. 28, meeting his Greek counterpart Themistoklis Demiris, head of the National Intelligence Service (EYP), at its headquarters, and the trip was publicized to media with a week delay, as a rare example.

MORE THAN A CONGRESS: HIDDEN BATTLEGROUNDS OF THE CHP CRISIS

Since the court voided the CHP's 2023 party congress, the main opposition has been unable to untangle the knot — and each new court decision pulls it tighter. The question is whether the party can hold an extraordinary congress to break the deadlock. But the forces shaping what comes next run deeper: when and how the CHP headquarters under Kemal Kılıçdaroğlu, 77, will move to press disciplinary charges, expelling some figures; whether the parliamentary immunity of ousted chair Özgür Özel, 51, and his allies — implicated by recent testimonies from Antalya and Uşak — will be lifted; and when a new party will be established.

ÖZEL HAS THE CROWD, KILIÇDAROĞLU HOLDS THE SEAL, THE EXIT IS ANYONE'S GUESS FOR THE CHP

Turkey's oldest and main opposition party, the CHP, is now effectively divided in two after a court annulled the party's November 2023 congress and reinstated former chair Kemal Kılıçdaroğlu in place of Özgür Özel. The split became more visible when both camps held rallies simultaneously at 2 p.m. on May 30. Kılıçdaroğlu returned to party headquarters to chants of 'Kılıçdaroğlu, the people's hope' — a stark reversal from just days earlier, when another crowd had branded him a 'traitor' and 'the AKP's hope' on May 24, reacting to the court-ordered change in the party leadership carried out with police support. The first head-to-head show of strength between the two camps laid bare a simple reality: Özel commands greater grassroots support, but Kılıçdaroğlu holds the formal authority to run the party.

CHP SEES HOPE IN ANKARA DECISION BUT FUTURE STILL IN LIMBO

An Ankara court on Sept. 11 overturned the ruling that appointed an interim committee to run the main opposition party’s Istanbul branch. According to the CHP, the decision from the Ankara 3rd Civil Court of First Instance effectively nullified the earlier ruling of the Istanbul 45th Civil Court, in line with CHP’s argument that only an Ankara court can rule since the party’s headquarters are in Ankara. Yet, the decision can be appealed in a higher court.

EIGHT AKP PROVINCIAL CHAIRS STEP DOWN: WHAT DOES THE SHAKE-UP MEAN?

As politics remains focused on CHP, the resignation of eight provincial chairs from the ruling AKP has prompted the question: What is happening on the government side? The resignations of the provincial chairs of Çanakkale, Niğde, Adıyaman, Elazığ, Muğla, Ordu, Bitlis, and Tunceli—submitted within just 48 hours—were followed by statements from the party headquarters stressing that this was merely a “change of duties to take the party forward” and that “no criminal situation is involved.”

SEPTEMBER STORM IN CHP: FEARS OF A SPLIT

September was expected to be tough for the CHP due to ongoing investigations and trials—but no one expected a storm of this magnitude. Having fought operations targeting its municipalities for the past nine months, the CHP is now shaken by the court decision that appointed a “trustee” to its Istanbul congress. CHP members, calling this a “new judicial coup,” saw the move as the extension of operations against municipalities into the party itself. Speculation has grown that a trustee could also be appointed to the party headquarters in the coming days.

CYPRUS TALKS: WHAT TO EXPECT WHEN YOU EXPECT NOTHING

NICOSIA—The New York dinner hosted by UN Secretary-General António Guterres for Greek Cypriot leader Nikos Christodoulides and his Turkish Cypriot counterpart Ersin Tatar managed to bring the two leaders together around a table, but reunification still seems a very distant prospect. “There wasn’t much on the menu,” quipped Tatar, speaking to Turkish journalists, including Turkey in Depth, in Nicosia after his return to the island. “Guterres himself said the main advantage of the meal at the UN headquarters was the view. I told him the view from the Turkish House [the headquarters of multiple Turkish diplomatic missions in the Big Apple] was far better.”
