STEPS ON DISARMAMENT AND ÖCALAN’S STATUS ARE EXPECTED

With the start of the new legislative year on Oct. 1, the main agenda will be the ongoing peace process concerning the Kurdish issue, which faces gridlock about the timing of demands over disarmament, legal guarantees, and the official status of jailed PKK leader Abdullah Öcalan.

ERDOĞAN SIGNALS NEW PHASE IN KURDISH ISSUE AS CHP SKIPS PARLIAMENT OPENING

The new legislative year of the Turkish Parliament opened without the CHP, which boycotted the session in protest at President Recep Tayyip Erdoğan and the ongoing crackdown—starting debate over parliamentary legitimacy. Erdoğan swiftly countered the criticism, declaring that “legitimacy comes from the people.” He followed his remarks with a symbolic gesture: shaking hands with all parliamentary group leaders, including first-time photo-ops after many years with the heads of AKP offshoots DEVA and the Gelecek Party. Notably, Erdoğan coolly used his address to tell the pro-Kurdish DEM Party that the next phase on the Kurdish issue will be implementation. Praising the work of the National Solidarity, Brotherhood and Democracy Commission for holding 12 meetings so far with broad participation from political parties, Erdoğan said, “Once the commission completes its work, we will undoubtedly have very important findings in hand. The next phase will be the implementation of the proposals raised within the commission, as a result of consultation and consensus.”

REPORT IS COMPLETE, ALL EYES NOW ON LEGISLATIVE CALENDAR

The parliamentary commission established to prepare a roadmap for resolving the Kurdish issue, in line with the PKK’s decision to dissolve, has completed its six-and-a-half months of work. Attention has now shifted to how the ruling parties will time the legislative steps. The report falls short of defining the Kurdish issue or calling for education in Kurdish, but instead stresses the brotherhood between Turks and Kurds. Now questions remain about the timing of the legislative process. The first legislative steps are expected toward the summer rather than Newroz, and it is unclear whether all the legislative steps addressed in the report will be completed this year.

2026 OPENS WITH UNCERTAINTY OVER KURDISH PEACE PROCESS

With the start of 2026, the future of the peace initiative on the Kurdish issue remains uncertain. The mandate of the National Solidarity, Brotherhood and Democracy Commission, which includes representatives from all parliamentary parties except the İYİ Party, was extended by two months, and the commission has once again delayed finalizing its report, now expected in January.

DEBATE ON FORMING KURDISH ISSUE COMMISSION ENDS AS NEW CLASHES BEGIN

As of July 31, all parties represented in Turkish Parliament—except the İYİ Party—have appointed members to join the parliamentary commission on the Kurdish issue, ending debates over which parties would take seats. Attention now turns to the commission’s roadmap, including its official name, agenda, timeline, and decision-making rules. The İYİ Party’s decision to abstain from participation has complicated the calculation of an absolute majority. While Parliament Speaker Numan Kurtulmuş initially announced that the commission would have 51 members, the İYİ Party’s absence reduces the number to 48, raising debate over whether the three-fifths majority should be calculated based on 51 or 48 members.

CO-CHAIR: DEM WILL REMAIN IN OPPOSITION REGARDLESS OF PROCESS OUTCOME

Ahead of CHP’s hesitations to join the parliamentary commission, DEM Party Co-Chair Tuncer Bakırhan said that the party will maintain its opposition identity even if the process is successful. Bakırhan stated that the matter will eventually be brought before the DEM and that they will not approve the constitutional amendment if it does not satisfy their demands regarding the Kurdish issue, democratization, women's rights, youth, Alevis' right to equal citizenship, economic justice, and the environment.

AFTER THE GUNS: CAN PARLIAMENT DELIVER PEACE?

The PKK’s disarmament is set to begin, two months after the group announced its dissolution on May 12—marking the symbolic end of nearly half a century of armed conflict. Attention is now turning to Turkey’s Parliament, which political parties across the spectrum have identified as the proper venue to address the Kurdish issue.
